How To Make WaterFX Effect In VB.NET

Hey, today I'm gonna show you a code for a WaterFX.
Ok, to start it off. Create a New Project
Then, Create a new Class.

WaterFX, everytime you make your mouse move on your selected image set in WaterFX Properties, your mouse will have a little water splash.

can you tell me how to let this work?
I just create a new class.
And add all the codes that you mention.

In form.
I try picture box (add jpg file) and above it I used waterfx tool on it but and when I debugging the application: nothing happens...

Please tell me the way where this waterfx will work
